Summary, etc. | Les arbitrages de l’action publique locale sont inscrits dans les finances locales. Au sens propre, on y rend des comptes aux citoyens. La recherche propose un double score de performance et de communication financières, ainsi qu’une analyse des contenus de communication. Dans une cartographie inspirée de la théorie des parties prenantes, deux profils d’élus locaux sont identifiés : ceux à la performance financière « moyenne » gardent leurs administrés informés ; ceux à la performance financière « élevée » en font des acteurs clés. Les deux stratégies s’avèrent gagnantes dans une logique électorale. Au-delà, les pratiques de communication financière locale deviennent génératrices de performance publique. |

Summary, etc. | Local public action decisions are embedded in local finances. In a literal sense, they are accountable to citizens. This research is based on a dual scoring of financial management and communication, along with a textual analysis of communication contents. In a mapping inspired by stakeholder theory, profiles of two executive are highlighted: those in French « regions » with average financial results just keep citizens informed whereas those » in regions « with high financial results make them key players. Both strategies prove to be effective from an electoral viewpoint. Beyond this, local financial communication can generate public performance. |
