| Summary, etc. | RésuméComment des lois et des règlements gouvernent-ils les activités de grandes organisations décentralisées et souvent géographiquement dispersées ? Dans des conditions de couplage lâche entre règles et pratiques, comment les organisations coordonnent-elles leurs actions et sont-elles en mesure d’assurer leur conformité au droit ? Plutôt que de s’appuyer sur la confiance interpersonnelle, l’observation directe ou les décisions bureaucratiques pour assurer cette mise en pratique des règles, cet article analyse la création collective d’une base de données visant à développer une technologie de surveillance et de gestion des risques d’environnement, de santé et de sécurité dans les laboratoires universitaires. Se fondant sur deux ans d’observation, nous montrons comment le désir panoptique d’information autant que la peur suscitée par les abus qu’ouvre cet outil de surveillance contribuent à faire échouer la mission fondamentale qui était de collecter des données et des informations fiables en matière de sécurité au travail. |

| Summary, etc. | How do laws and regulations govern the activities of large, decentralized, and often geographically dispersed organizations? Under conditions of loose coupling, how does the organization coordinate action and know what it is doing so that accountability, and conformity, to law are achieved? Rather than relying on interpersonal trust, direct observation, or bureaucratic review, this paper describes the collaborative creation of a database as part of a surveillance technology for managing environmental, health and safety hazards in university research laboratories. Based on two years of observation, we show how the desire for information and the fear of misuse of information together fails the basic informational surveillance mission. |
