Summary, etc. | Le discours du management connait un succès considérable dans le domaine de la justice pénale ; à tel point qu’on est en droit de se demander comment des instances répressives adhérant depuis des décennies à des registres discursifs à mille lieues du managérialisme ont pu adopter cette conception de la gestion des organisations. Dans ce texte, nous défendons l’idée que le managérialisme est une déclinaison particulière d’une idéologie plus générale : l’idéologie mobilitaire. Fondée sur quatre impératifs (activité, activation, participation, adaptation), elle trouve son origine dans une profonde mutation des rapports à l’espace-temps. Où l’évolution d’une catégorie fondamentale de l’entendement modifie la perspective d’une société sur le monde. Au travers d’exemples tirés de récentes réformes des normes pénales, nous tenterons de montrer en quoi la pénalité ressortit de plus en plus à une axiologie fondée sur la figure de la mobilité. |

Summary, etc. | Mobility and Criminal Justice. “Mobilitarian Ideology” (idéologie mobilitaire) as the Basis for ManagerialismIn the field of criminal justice, managerial rhetoric has been so successful to the point that one might wonder why the corrections system, which for decades adhered to a discourse that could not be further from a managerial vision, was able to adopt a managerialist stance in administrating the penal system. This contribution argues that managerialism simply constitutes a specific variation of a more general ideology : the “mobilitarian ideology” (idéologie mobilitaire). Based on four principles (activity, activation, participation, and adaptation), the ideology originates from a profound change in our relation to time and space and has become a fundamental category for understanding and perceiving our world. Based on recent examples of reforming penal norms and standards, we show how penality increasingly relies on an axiology based on the principal of mobility. |
