| Summary, etc. | Considérant que le développement de la coopération des nations dans le domaine de la science peut contribuer à la prospérité commune de l’humanité, l’Unesco a adopté, en novembre 2017, une Recommandation concernant la science et les chercheurs scientifiques.Adoptée par la conférence générale composée des représentants des 193 Etats membres de l’organisation, les Recommandations tendent, en définissant des normes, à influencer le développement des législations et des pratiques nationales.Cette recommandation devrait mette un terme à une confusion trop répandue qui amène nombre d’auteurs à se référer inconsidérément à l’éthique ou à la déontologie. Elle distingue en effet clairement les problèmes éthiques posés par les innovations et les applications technologiques, qui s’inscrivent dans la responsabilité sociale des chercheurs, et la déontologie de la recherche, ensemble de règles et de devoirs qui répond aux attentes de la société.La société place ses espoirs dans la recherche et le progrès, mais elle les redoute et exige de la part du chercheur rigueur et intégrité.L’Intelligence artificielle révèle cette ambiguïté. Les risques liés à la disparition des structures de régulation et la domination des géants du Net au détriment des libertés individuelles appellent de la part de l’Unesco une prise de conscience et l’affirmation de son autorité morale. |

| Summary, etc. | Considering that the development of cooperation between nations in the field of science can contribute to the common prosperity of mankind, in November 2017 UNESCO adopted a Recommendation concerning science and scientific researchers.Adopted by the general conference composed of the representatives of the organisation’s 193 member states, the Recommendations, by defining the standards, are intended to influence the development of national legislations and practices.This recommendation should put an end to a widespread confusion that leads many writers to refer unwisely to ethics or deontology. It clearly distinguishes ethical problems raised by innovations and technological applications, which come within the scope of the researchers’ social responsibility, and the deontology of research, a set of rules and duties which meets the expectations of society.Society places its hope in research and progress, but it fears them and requires rigour and integrity from the researcher.Artificial intelligence reveals this ambiguity. The risks linked to the disappearance of regulation structures and the domination of the giants of the Net at the expense of individual freedom require from UNESCO a realisation and an assertion of its moral authority. |
