| Summary, etc. | Nombre d'historiens considèrent que l'an II est par excellence le temps d'une sorte de confiscation du pouvoir exécutif par un Comité de salut public devenu tout-puissant qui aurait, au nom de la Convention exercé une dictature de salut public, en s'appuyant notamment sur l'action des représentants du peuple en mission. Cet article évoque la place et le rôle de ces représentants en mission, ainsi que la confusion des pouvoirs qui est liée à leur action. Pour autant, cette « Convention ambulante » qui participe à la mise en place et à la défense du gouvernement révolutionnaire n'a jamais voulu faire disparaître totalement les organes du pouvoir exécutif, et les représentants en mission ne sont pas davantage devenus de simples « agents » du pouvoir central. |

| Summary, etc. | The « Roving Convention », a Bulwark to Despotic Executive Power?Many historians feel that Year II is a prime example of a time when the power of the executive was somehow confiscated by an all-powerful Committee of Public Safety, who exercised a dictatorship of national salvation on behalf of the Convention by relying to the full on the action of the representatives on mission. This article attempts to show the place and role of these deputies, and the confusion of powers implicit in their action. It appears, in effect, that this "roving Convention", which took part in the implementation and defence of the "revolutionary government", never intended to do away with the organs of executive power, nor were the deputies on mission simply stooges of the central power. |
