| Summary, etc. | L’investissement de l’administration dans la relance du commerce extérieur sous le Directoire reste encore largement méconnu. L’enquête inédite diligentée le 5 décembre 1796 par le ministre des Relations extérieures auprès de tous les négociants « éclairés » permet d’en appréhender les enjeux et les modalités. Si elle met au jour la contradiction entre la diplomatie commerciale et la politique douanière, elle révèle aussi les raisons du divorce persistant entre le négoce et l’administration. C’est en effet l’incapacité du politique à sortir de l’économie « dirigée » de l’an II et du libéralisme « sauvage » de l’an III que ces négociants dénoncent, en même temps qu’ils réactivent l’exigence de liberté et de protection héritée du libéralisme du XVIIIe siècle. Si cette enquête n’a pas donné lieu à un véritable traitement statistique, elle n’a pas été sans effet idéologique, en permettant la première formulation d’un « républicanisme libéral », de la part de celui auquel son dépouillement fut confié : Charles Théremin. |

| Summary, etc. | The administrative efforts to revive foreign commerce under the Directory still remain largely unknown. The unpublished survey written on December 5, 1796 by the Minister of Foreign Affairs with « enlightened » merchants clearly reveals the issues involved and the methods proposed. Not only does this survey underscore the contradiction between the commercial diplomacy and the politics of the Customs, but it highlights the reasons for the persistent separation between high commerce and the administration as well. Indeed, it was because of the political inability to escape the directed economy of the Year II, and a kind of unbridled liberalism of the Year III that merchants criticized, at the same time as they reactivated, the imperatives of liberty and the protection inherited from the liberalism of the Eighteenth Century. While this survey was never the subject of a systematic statistical study, it has not been without ideological influence, for it made possible the first formulation of a « liberal republicanism » by the person to whom the task of its reading and analysis was entrusted : Charles Théremin. |
