| Summary, etc. | RésuméCet article met en perspective la politique générale de l’Union Européenne et sa façon de concevoir les actions concrètes concernant les sociétés civiles des pays du Sud dans le cadre des nouvelles politiques de « bonne gouvernance » et plus particulièrement de l’Accord de Cotonou. À partir de l’étude de textes d’orientation de politique générale de la Commission Européenne ainsi que de documents de cadrage de plusieurs projets d’appui aux acteurs non étatiques, nous analysons la vision qu’a l’UE de la société civile et de ses rôles mais aussi les décalages entre politique affichée et conception implicite de l’appui à la société civile telle qu’elle se lit à travers des textes plus opérationnels. |

| Summary, etc. | The European Union and support to civil societies of the South : from political discourse to partnership aid actionsThis article reviews the European Union’s general policy and the way in which it devises concrete actions concerning the civil societies of countries of the South in the context of new policies of “good governance” and especially considering the Cotonou Agreement. The Authors study the European Commission’s texts giving general policy strategy and the framework documents for several projects of support to non-State actors. They draw analyses of the EU’s concept of civil society and its roles and also the gaps between the stated policy and the implicit perception of civil-society support schemes that can be detected from what is written in the documents intended for operations. |
