| Summary, etc. | Raphael Lemkin a inventé en 1944 le mot de génocide. Ce néologisme marque d'abord une forme d'attachement aux valeurs mises en péril par les manifestations récurrentes de barbarie et de vandalisme dans l'histoire des hommes. Il marque aussi un attachement au droit lorsqu'il est porteur d'humanisme, c'est-à-dire lorsqu'il traduit des valeurs universelles et permanentes.Apres une lente élaboration de la définition juridique, marquée par l'hostilité des États à voir limiter leur souveraineté, le génocide a permis de réprimer le « crime des crimes ». Le génocide est un mot qui agit. La création d'un mot nouveau a suscité bien des débats, y compris en sciences sociales. Mais avant tout il a permis d'associer dans le droit une réalité criminelle éternelle avec la ferme résolution de le réprimer dorénavant. |
