Summary, etc. | La loi d’orientation sur l’éducation de 1989, connue pour son mot d’ordre « Mettre l’élève au centre du système » et pour la mise en place des Instituts Universitaires de Formation des Maîtres, est généralement considérée comme le produit d’une expertise pédagogique. Or la fabrique de cette loi ne montre pas de recours direct à une telle expertise. Si expertise il y a, c’est sous une forme appauvrie, à l’état d’écho ou de traces qu’elle est à analysée, réappropriée en fonction des intérêts et représentations des acteurs mobilisés, pour servir des conceptions politiques préétablies – en l’occurrence, une série de croyances dans la modernisation administrative et la réforme de l’État. Étudier précisément le travail concret d’élaboration de ce texte nous conduit ainsi à repenser l’usage de l’expertise et de la circulation des savoirs dans la construction de l’action publique. |

Summary, etc. | A Reform Without Experts? The Example of the Jospin Reform (1988 - 1989) The education bill for 1989, remembered for its catchphrase, “ Mettre l’élève au centre du système” – “Place the pupil at the heart of the system”, and for its establishment of Instituts Universitaires de Formation des Maîtres or Teacher-training university centres, is usually thought to be the result of pedagogical expertise. Yet the way the law was drafted shows no such recourse to pedagogical expertise. If expertise there was, it needs to be analysed in the impoverished shape it took as echoes or traces appropriated according to the interests and representations of the social actors involved in order to better serve a priori political interests – to wit, a series of beliefs in the modernisation and reform of the State. A precise study of the way the text was elaborated leads us to rethink the use of expertise and of the diffusion of knowledge in the elaboration of public policy. |
