Summary, etc. | Résumé En comparant les thèses d’intellectuels (Popper, Morin) et les initiatives d’hommes d’action (Monnet, Delors) lors de deux moments clés de la construction européenne, cet article vise à montrer 1) que la grande majorité des intellectuels ont manqué le rendez-vous de l’Europe, sous l’emprise de philosophies (Platon, Hegel, Marx) rattachant le cours des choses à des « crochets célestes » (projets divins ou déterminismes de la nature et de l’histoire) qui le rendraient prévisible ou maîtrisable, alors que l’homme ne peut s’appuyer, individuellement ou collectivement, que sur les seuls « leviers terrestres » de l’action intelligente dans un contexte spatio-temporel limité ; 2) que Popper et Morin eux-mêmes, tout en éliminant nombre de ces crochets, n’ont pu s’empêcher d’en conserver certains, notamment la foi dans le discours rationnel ou dans l’autonomie du monde des idées, alors que Monnet et Delors n’ont cru qu’aux vertus du possible et du réalisable au travers d’organisations ad hoc ; 3) que la construction de l’Europe illustre la pertinence d’une approche « néo-darwinienne » des affaires humaines (Simon), qui privilégie une démarche de conception s’appuyant sur les ressorts de la connaissance et de l’altruisme. |

Summary, etc. | The arguments of philosophers and social scientists (Popper, Morin) are compared with the works of Europe’s designers (Monnet, Delors), at two decisive moments of the European construction, in order to show 1) the great majority of intellectuals have missed to meet Europe, in the grip of philosophical doctrines (Platon, Hegel, Marx) linking the course of the things with « skyhooks » (divine proposals or natural and historical determinisms) which would make it foreseeable or controllable, while men can only to lean on the « terrestrial levers » of intelligent action in a bounded environment ; 2) Popper and Morin themselves have eliminated many skyhooks but retained some of them, particularly the faith in rational discourse or in an autonomous world of the ideas, while Monnet and Delors have believed only in the virtue of the possible and the feasible by means of “ad hoc” organizations ; 3) the European construction illustrates the relevance of the neodarwinian approach of the human affairs (Simon), according to which knowledge and altruism are in the service of design. |
