| Summary, etc. | En l’absence d’une politique d’aménagement du territoire intégrée, la Jordanie connait un réel déséquilibre territorial. Celui-ci est perceptible au travers du renforcement du poids d’Amman, d’un étalement urbain non maîtrisé et d’une anémie économique de bien des territoires. L’accueil de 750000 réfugiés depuis 2011, sur une population totale de 10 millions de personnes a accentué ces déséquilibres territoriaux, ces derniers ayant rejoint les grandes villes en quête de travail informel. La décentralisation appliquée depuis les élections municipales et de conseils de gouvernorat d’août 2017 est présentée comme un outil de rééquilibrage territorial. Mais elle prend la forme d’une capture du pouvoir par des élites tribales désignées qui sont soucieuses de redistribuer la rente étatique à des cercles restreints afin de diluer les problèmes liés à une croissance économique ralentie. |

| Summary, etc. | In the absence of an integrated spatial planning policy, Jordan is esperiencing a strong territorial imbalance. This is perceptible through the strengthening of the weight of Amman, an uncontrolled urban sprwal and an economic anemia of many territories. The reception of 750000 refugees since 2011, out of a total population of 10 million has accentuated these territorial imbalances, the latter having joined the big cities in search of informal jobs. Decentralization since the August 2017 municipal and governorship elections is presented as a tool for territorial rebalancing. But it takes the form of a capture of power by designated tribal elites which are anxious to redistribute State rent to restricted circles in order to dilute the problems of slower economic growth. |
