| Summary, etc. | Le processus de paix actuel, qui débute au lendemain de la Conférence internationale de Paix d’Aiete puis de l’annonce par l’ETA de la fin de la lutte armée, est le fruit des divers processus de négociations ayant eu lieu depuis le milieu des années quatre-vingt entre l’organisation armée et l’État espagnol. Ces pourparlers résultent du changement de stratégie de l’ETA consistant à passer de la volonté de vaincre militairement à la guerre d’usure afin de contraindre l’État ibérique à engager des discussions sur des contenus politiques, la démilitarisation de l’affrontement et les conséquences du conflit. Ces négociations se soldent par des échecs successifs, consécutivement à une combinaison de plusieurs facteurs, tels que l’impatience ou la volonté insuffisante des belligérants, la création d’attentes déraisonnables ou la mise à l’écart partielle des partis politiques et des institutions représentatives. |

| Summary, etc. | The actual peace process, which begins the day after the Aiete International Peace Conference and the announcement by ETA of the end of the armed struggle, is the result of various negotiation processes that have taken place since the mid-1980s between the armed organization and the Spanish State. These talks are the result of a change in ETA’s strategy from a desire to defeat militarily to a war of attrition in order to force the Iberian State to engage in discussions to negotiate political content, the demilitarization of the confrontation and the consequences of the conflict. These negotiations result in successive failures, following a combination of several factors, such as the impatience or insufficient will of the belligerents, the creation unreasonable expectations or the partial exclusion of political parties and representative institutions. |
