Si cette institution est soumise à un ordre formel, ses membres entretiennent un rapport contrasté avec la règle, eu égard aux profils et aux fonctions différenciés des élus consulaires et des agents salariés. Le droit est souvent perçu comme une contrainte dans une organisation caractérisée par le poids d’un ordre informel et du pragmatisme. Tel qu’il est mis en oeuvre par la CCIP, le droit est aussi un atout, en tant que source de légitimité et instrument de consolidation. |

The CCIP is a kind of “negotiated order”. If this institution is subject to a strict order, its members maintain a contrasting relationship with the rules, in view of the diverse profiles and functions of salaried and consular elected officials. Law is often perceived as a constraint in an organization characterized by the influence of pragmatism and an informal structure. As carried out by the CCIP, law is also an asset, a source of legitimacy, and an instrument of consolidation. |
