| Summary, etc. | RésuméL’exemple d’Arthur Fontaine, premier directeur de la direction du Travail de 1899 à 1920, éclaire les rapports entre pouvoir politique et pouvoir administratif sous la IIIe République. Dans ce ministère technique, l’alliance du directeur et du ministre était celle du technicien et du politique. A. Fontaine apportait cependant au pouvoir républicain une sécurité politique totale, au-delà même de ce qui lui était demandé. Car ce haut fonctionnaire entretenait avec les dirigeants de centre gauche des relations de fidélité étroites. Sous l’autorité de « grands ministres », il parvint à agir avec une relative efficacité, malgré une faible autonomie. Durant les temps de forte instabilité ministérielle, il gagna en autonomie et en autorité mais sans guère d’efficacité. |

| Summary, etc. | Political Power and Administrative Power: The Labor Office under Arthur Fontaine (1899-1920)The example of Arthur Fontaine, first permanent under-secretary of the Labor Office from 1899 to 1920, elucidates the relationship between political power and state administrative power in France’s Third Republic. In this technical office, the alliance between the permanent under-secretary and minister was one between technician and politician. However, Fontaine brought complete political security to the republican powers, even beyond what he was asked, because this high-ranking civil servant maintained close ties with left-wing leaders. Under the authority of “great ministers,” he could act with relative effectiveness despite little autonomy. During ministerial instability, he gained autonomy and authority, but without much effectiveness. |
