Summary, etc. | Succeeding to the programme of Volunteering for technical assistance in the Overseas Departments, the French Civic Service programme (VSC) encourages young graduates to engage into missions that derogate from common labour law within the decentralized administrations of the French State in the overseas departments. The majority of these young people come from “Metropolitan France” and are precarious because they do not have a permanent job before their departure. A research work conducted in Guadeloupe, based on interviews with these volunteers, suggests the use of this programme by the administrations to facilitate the implementation of public policies instead of public servants. Through an unclear and discriminatory process, the VSC programme makes the exclusion of Guadeloupeans possible, while entrusting young people from Metropolitan France with the responsibility of the island’s environmental issues. From this unbalanced situation, based on the “overseas exception” these “quasi-expats” discover and build their whiteness, both in professional hierarchies and in their way of life. Hence, they contribute to the reproduction of the French State in Guadeloupe and to their own professional integration. |
