| Summary, etc. | Depuis une trentaine d’années, le terme de gouvernance tend à s’imposer au détriment de celui de gouvernement. La gouvernance suggère une nouvelle modalité, horizontale, de gestion du pouvoir alors que le gouvernement tend à désigner l’ancien pouvoir hiérarchique, vertical, centraliste. La généalogie et la déconstruction de la notion de gouvernance montrent que ce terme correspond en fait à la mise en place d’un nouvel espace social non régulé, livré à la lutte des intérêts privés dont certains, étant plus forts que d’autres, sont d’emblée assurés d’emporter les décisions. Ce qui, sous une apparence ultradémocratique, correspond à une nouvelle modalité de contrôle social, inédite, attestant que nous sommes passés d’une époque moderne à une autre, postmoderne. |

| Summary, etc. | Governance as a new form of social control The term governance has become to be used more and more in lieu of that of government within the last 30 years. Governance suggests a new horizontal modality of exercising power management while government tends to designate the old hierarchical power, vertical, centralized. The genealogy and the deconstruction of the idea of governance actually show that this term corresponds to the construction of a new non-regulated social space, left to the struggle of private interests, where certain interests, stronger than others, are immediately assured of winning. Seemingly more democratic, this corresponds to a new modality of social control never seen before, specific to a post-modern epoch. |
