| Summary, etc. | La participation n’est pas un terme facile à définir. Plusieurs expressions sont données comme équivalentes : empowerment, développement du pouvoir d’agir, autodétermination…, et elles sont l’objet de nombreux débats. La formule la plus simple consiste à la résumer par l’exercice d’un droit fondamental à la citoyenneté. Il existe cependant de nombreuses difficultés, notamment en raison de difficultés particulières quand il s’agit de publics vulnérables. Comment faire, en effet, pour et avec des personnes qui n’ont pas toujours les moyens matériels, ni les facilités de compréhension pour s’impliquer à égalité avec des décideurs ? La question est celle de la démocratie, mais aussi des modalités d’accompagnement, surtout lorsque les objectifs de la participation percutent des cultures professionnelles héritées d’un passé et d’un passif encore proche. |

| Summary, etc. | Participation is not an easy term to define. Several expressions are given as equivalent: empowerment, development of the power to act, self-determination..., and they are the subject of many debates. It can be most simply summarized as the exercise of a fundamental right to citizenship. There are, however, many difficulties, and these are compounded by the particular difficulties of vulnerable groups. What can be done for, and with, people who do not always have either the material means or the means of understanding to become involved on an equal footing with decision-makers? The question is one of democracy, but also of the forms of support, especially when the objectives of participation come up against professional cultures inherited from the past and from a past that is still close. |
