| Summary, etc. | RésuméCet article analyse le développement de l’enseignement à distance (EAD) à l’entrecroisement de deux axes, le pouvoir politique et le marché, qui gravitent l’un et l’autre autour des innovations technologiques qui se succèdent tout au long du XXe siècle. La périodisation historique esquissée par l’auteur remonte aux origines du développement de l’EAD au Mexique et introduit les principaux acteurs qui y participent. Elle met en lumière l’importance des références aux organismes internationaux actifs en ce domaine, dont les orientations et les programmes influencent le cours de l’EAD local dans le contexte de la globalisation. Finalement l’article met l’emphase sur la viabilité des initiatives conjointes prises par les universités publiques pour renforcer ce type d’éducation et faciliter le partage des ressources humaines, des connaissances et des technologies. |

| Summary, etc. | This article analyzes the development of distance education in Mexico through two axes, the political power and the market which evolve around the technological advances. An approach based on historical periods is offered by the author who first analyzes the development of the distance education system and its main characteristics. The author then goes on with the importance the international organization acquire as they directly affect the local distance education. Finally, the article reflects on the present situation, mostly on the feasibility of the projects developed by the public universities to strengthen and reinforce the sharing of human resources, of knowledge and technology for open and distance education. |
