| Summary, etc. | Les mesures d’activation et de responsabilisation des personnes sans emploi n’entraînent pas une « conditionnalisation » des allocations de chômage et des revenus minimums résiduaires, mais plutôt leur contractualisation. Selon la manière dont cette contractualisation est concrètement mise en œuvre, deux perspectives peuvent être nettement distinguées sur un plan idéal-typique. Dans leur déclinaison welfare to work, les mesures d’activation tendent à revêtir un caractère particulièrement coercitif à l’égard des personnes privées d’emploi, laissant craindre une stigmatisation injuste et contre-productive de celles-ci. Mais dans leur variante dite négociée, ces mesures semblent à l’inverse susceptibles de répondre aux difficultés éprouvées par les bénéficiaires mieux que n’a jamais pu le faire l’État-providence traditionnel. |

A Critical Review of the Active Welfare State’s Trial Activation and responsibilization policies do not lead to the “conditionalization” of unemployment and welfare benefits, but rather to their contractualization. Depending on the way in which this contractualization is concretely carried out, it is proper to distinguish between two distinct perspectives. In their welfare-to-work version, activation policies tend to prove extremely coercive toward the unemployed, awakening the fear of an unfair and counterproductive stigmatization. But in their so-called negotiated version, those measures may tackle the hardship suffered by the beneficiaries in a better way than the traditional Welfare State ever did. |
