Trois étapes sont distinguées dans la fabrication des textes : celle de l’initiative, variable selon la nature du texte mais toujours politique à l’Éducation nationale dès qu’il s’agit de faire des choix importants ; celle de la rédaction, où la consultation des organisations syndicales joue un rôle certain (de même que l’Inspection générale de l’Éducation nationale en matière de programmes scolaires) ; celle de la mise en application, où les bureaux trouvent toute leur place. |

The author distinguishes three stages in the production of texts: the initiative, variable according to the nature of the text but always political in the ministry when it comes to making important choices; the writing, where the consultation with trade unions plays a definite role (along with the General Inspectorate of Education for curricular matters); and the application, where the offices are playing their full role. |
