| Summary, etc. | RésuméLes politiques du logement des personnes défavorisées mises en place en France à la fin des années 1980 s’inscrivent dans le courant plus large des politiques d’insertion, qui émergent à la même période. L’octroi d’aides financières ou de mesures d’accompagnement social s’y fait par l’intermédiaire d’une « magistrature sociale ». L’étude des termes employés par les agents de ces politiques pour décrire leurs pratiques permet d’éclairer le travail de mise en forme et de qualification des demandes que suppose une telle organisation. En amont des magistratures sociales, ces agents construisent ainsi des « situations », représentations administratives des usagers, structurées autour de la mise à jour de « problématiques » qui lient ces situations aux dispositifs publics locaux. |

| Summary, etc. | French social housing policies toward underprivileged people appeared in the late 1980s as part of the period’s wider “integration policies.” Financial support and social counseling are attributed by a “social magistracy.” Studying the very words used by the agents of these policies to describe their practices illuminates the shaping and qualification work that this kind of organization requires. Upstream from these social magistracies, agents shape “situations,” administrative representations of the recipients, structured around “problematics” that link these situations to local social policy tools. |
