Summary, etc. The changes in free-trade zone policy do not exactly mirror the processes leading to India opening up to the rest of the world. After a timid launching, Special Economic Zones (SEZ) recently grew in number thanks to an act reflecting the affirmative place of India in globalization. Fiscal incentives as well as good infrastructure are key factors. But free-trade zones do not yet have the same importance as in other Southern countries since India is endowed with other assets to rely on. The new map of SEZ highlights some spatial diffusion since it favors the fringe of megapolises and not the center, even though concentration is still dominant at the national level along the coasts and in the main metropolitan areas. New actors have appeared, in particular Federated States and private developers. This makes even more complex the dialectic of national versus local interest: the States are given some autonomy, and many villagers may be displaced as a result of land speculation and the penetration of global markets.
