| Summary, etc. | L’élaboration de la législation sociale par la Troisième République dans les années 1880 préoccupe tout particulièrement les compagnies minières qui refusent une intervention de l’État dans leurs affaires. Pour influencer son élaboration et intervenir dans les débats parlementaires, l’industriel Henry Darcy fonde, en 1887, une organisation patronale, le Comité des Houillères. Pour atteindre cet objectif, il fait reconnaître le Comité des Houillères comme le représentant des compagnies minières dans la sphère publique. Ce statut lui donne la possibilité de suivre avec précision le processus législatif. Rapidement, son secrétaire, Edouard Grüner comprend que cela ne suffit pas et qu’il faut mettre en place une véritable stratégie pour influencer les parlementaires. Avec l’accroissement des activités du Comité des Houillères, Henry Darcy fait appel à un conseiller, Henri de Peyerimhoff, et à des permanents patronaux, pour l’assister dans sa tâche. |

| Summary, etc. | During the 1880s the mining companies payed attention to the development of social legislation by the French third republic. Henry Darcy, as a manufacturer, founded in 1887 an employer organization called “Comité des Houillères” in order to influence the government and to take part in parliamentary debates. In order to achieve this goal, he got the “Comité des Houillères” recognized as the mining companies’representative on a public level. This gave the opportunity to follow the legislative process. Quickly, Edouard Gruner, his secretary, understood that it was not enough and he should build a real strategy in order to influence the parliament. With the growth of the “Comité des Houillères” activities, Henry Darcy selected Henri de Peyerimhoff as an advisor in order to assist him in the performance of his tasks. |
