Summary, etc. This article concerns the presence and voice of women at the level of institutional politics. This is particularly important for women’s political citizenship and was in particular expressed, at the end of the 2000s, by a feminization of legislative and executive functions. However, we show that the presence of the women in institutional politics cannont be reduced to the feminization of elective offices and the executive. Indeed, it is necessary to move beyond the “descriptive representation” to the “substantive representation” of gender questions. In this respect, the voice of women from feminist groups in their interactions with the State, and in particular with the official agencies devoted to equal opportunities between women and men is of major importance. In this way, we propose that gender can now be used as a policy resource.
