Summary, etc. This article proposes an alternative approach to the traditional way scholars in Latin America have viewed the problem of illegality and non-compliance with rules. The article analyses the following paradox: admiration for the law does not guarantee legal obedience. What is essential for obeying the law is not the perception of legal norms, but “the representation of the other,” particularly trust among citizens. In other words, the key element for understanding non-compliance is the set of social norms that govern individuals’ behavior, rather than the way people see the laws. This article develops the concept of “representation of the other,” as the key element for understanding legal norms and their violation.
