Summary, etc. Although the composition of the Belgian federal Parliament is nearly equal thanks to the introduction of gender quotas, it remains a very male-dominated body. This essay seeks to understand how institutional obstacles hinder the potential effects of gender diversity and, therefore, prevent full representation, both descriptive and substantive. The “gender balance” tool alone has perhaps proved incapable of improving the substantial representation of women and parliamentarians’ working environment. The article provides possible solutions for discussing representation in parliaments apart from gender balance.
