Summary, etc. This paper measures the effect of undergoing a retraining programme on finding a permanent job. It uses a generalised Tobit model with several endogenous selections. Retraining programmes increase the beneficiaries’likelihood of finding a permanent job by an average of 8 points. However, if workers who were made redundant and were not in the programme had been able to benefit from it, their likelihood of finding a permanent job would have increased by an average of 30 points. These findings lead us to conclude that the retraining programmes were effective overall, but that they were not offered often enough to the individuals who would have benefited most.
