| Summary, etc. | In Brazil, the access to water and sewerage services remains characterized by a strong social inequality, even in the most developed metropolises. Another outstanding characteristic is the impossibility for municipalities to interfere in the regulation and the management of the services managed by the Brazilian states. In addition, an integrated and a participative approach of water resources management was instituted in the 1990s; however, this has proved to be insufficient to treat the complexity of water governance in metropolises where the integration “resources-services-urban management” is essential. Nevertheless, due to the recent legal possibility of organizing public consortia, created in 2005, a new inter-institutional cooperation involving the municipalities is now possible. From the case study of the Greater São Paulo, this article aims to identify new prospects for water governance in Brazilian metropolitan spaces. |
