| Summary, etc. | Despite its provincial image, Clermont-Ferrand is a city with strong activity in underground music. For a long time, local authorities were not interested in this type of cultural activity and economic sector, except to outlaw it in order to avoid noise in the city center. However, since the beginning of the 1990s, their attitude has changed, and they have built a number of musical amenities. Yet these are not adapted to the size and finances of local groups. Many musicians are poor and live in precarious conditions, their sole purpose being to perform. They look for contracts and subsidies, and they must perform in good conditions if they are to improve the quality of their music. Although useful amenities do exist in declining neighborhoods, the performers are not willing to work there. One of the most important issues is therefore to facilitate mobility and exchanges by creating two complementary areas, one for practicing, the other for musical performances. © 2008 Lavoisier, Paris.
