Summary, etc. | This article traces the history of statistical series of national “victimation ” data in France gathered by Insee since 1996. Observing the work of statisticians who carried out the survey on an annual basis, it shows that these statistics were originally established within the scope of policies to fight exclusion, and that after considerable changes, they are now linked to police management policies. At the same time, the article proposes a theory of social change based on the concept of consolidating series. |
