En vertu des principes d’efficience et de concurrence portés par le New Public Management, l’État a réduit le slack disponible et la capacité des établissements à assurer la continuité des services publics en temps de crise. A contrario, les principes inscrits dans la nouvelle gouvernance comme ceux de responsabilité, de territorialisation, de coopération et de transparence ont grandement accru la capacité des établissements à faire face à la crise. |

Summary, etc. | This article shows how the changes in the reference system brought about by thirty years of administrative reform have had a profound impact on the capacity of government administrations to cope with crisis. The principles of efficiency and competition promoted by the New Public Management model have shrunk the available slack and eroded the capacity of institutions to ensure continuity of public service in times of crisis.Conversely, the principles underpinning New Public Governance—accountability, devolution, cooperation and transparency—have substantially increased the capacity of institutions to contend with the crisis. |
