Summary, etc. WHO is one of the pillars of the United Nations systems. This specialized agency has to some extent failed in coordinating the international response against the Covid-19 pandemic. A historical perspective let think that WHO was already a fragile institution when the Covid-19 crisis emerged. The chronology of events since the end of 2019 is now well documented. Delays in the WHO warning system in place through the International Health Regulation (IHR) are noticeable but the most important ones have been observed in the decision-making process at the member states level. IHR appears to be a legal framework that is not flexible enough and also under-used. A profound reform of WHO is now contemplated to adapt its governing structure to the present and future global health challenges. The feasibility and timelines of this reform are discussed here under six specific topics. A 2.0 WHO is the way forward to master the new global health agenda with a multi-sectoral response.
