It was the case with the « contractual plans », the development of the power of the Region, the end of the exclusive principle and the creation of the university of the Pacific. Thanks to a large institutional autonomy, and the important amount of the financial and public transferts, these « DOM-TOM » have now the means of their political, economical and cultural development. |
