Summary, etc. Certain lobbies, NGOs, clubs, and political groups come close to satisfying the criteria of a rather imprecise definition of “think tank,” a definition that is based on the subjective identity that each organization assigns to itself. Think tanks and activist NGOs bring highly enhanced and professionalized forms of participation and strategies of political influence to decision-making processes; this has also contributed to the blurring of the categories of different actors. Think tanks’ strategies of political influence are also hindered by the absence of a precise definition of their ethos; such definitions tend to mix expertise, popularization, strategic communication for sector-specific interests, and activist advocacy tinged with ideology and partisan sympathies.
