Summary, etc. The Austrian Church finds itself in the midst of massive structural changes. These changes are the result on the one hand of the lack of priests, and on the other hand of sociological changes (migration, dechristianisation, religious pluralism). The response of the dioceses has been to create parish clusters (a collection of several canonically independent parishes under the leadership of a pastor), to set up pastoral units (several parishes headed by a pastoral team) or to undertake mergers (under consideration but not yet carried out). These reorganisations bring in their wake a strengthening of new ecclesial services, such as permanent deacons or pastoral ministers, for example, with regional responsibilities. But lay volunteers are also engaged as community leaders (as “pastoral administrators” or “coordinators”). There is tension regarding the relative emphasis to place the formation of the local community on the one hand, and on ecclesial solidarity at the parish cluster level on the other.
