Summary, etc. Socio-anthropological surveys conducted between 2002 and 2004 during food aid targeting in Ethiopia highlighted a sociological interpretation of early warning systems as sociopolitical constructions, which allowed for mis-targeting. A consensus was reached between a team of experts, the Ethiopian authorities, and donors to overcome a lack of reliable data, methods, and shared trust despite an appearance of rationality. On the basis of empirical data, experts succeeded in finalizing their conclusions by conducting successive negotiations at each administrative level. Yet data could be revised by an authoritarian hierarchy in order to make it fit national humanitarian aid programs.
