Summary, etc. The list of multilateral energy programs involving Africa shows that they are part of the logic of North–South transfers, sketching out a generic energy transition that is not rooted in African realities. Instead of bringing out another conception of development, i.e., low-carbon development, this energy transition appears as an opportunity for so-called green growth, which does not fundamentally change the mainstream conception of development. The case of Madagascar illustrates the proliferation of energy projects that do not take into account the frugality that characterizes the way of life of most of the population.
