Summary, etc. In large-scale irrigation schemes in Morocco, there prevails a narrative asserting the weakness of farmer-led collective action. This narrative supports and legitimates public policy options. Our paper analyses the development of an alternative narrative of collective action by a group of farmers and researchers, based on joint activities and reflexivity. This narrative is based on: (i) oral and audiovisual story-telling of local collective action, and sharing these stories across different professional spheres, (ii) organization of professional training, (iii) creation of a national network of irrigation associations and agricultural cooperatives, and (iv) development of new collective action. In a feedback process, this narrative has enabled such action to be considered feasible. The ex post analysis of this experience enabled the identification of general principles for such joint construction of action and meaning. This narrative can play a role in the debates at different levels, in particular vis-à-vis recent agricultural policies.
