Summary, etc. | In the context of the 1990s political reforms, Frelimo, the ruling party since the independence of Mozambique in 1975, has changed its political discourse in relation to traditional chieftaincies by associating them with the decentralization process. However, in a context marked by political pluralism and electoral competition, the institutionalization of what are referred to as “community authorities” shows that beneath the discourse about decentralization and local participation lies a struggle for local political space and the use of chieftaincies as political resources. |
