Summary, etc. | Between the 1990s and the 2010s, the political pathway of passive democratization in Cameroon was captured by a ruling strategy of perpetual government. Thus, this move allowing the state’s central power—controlled by President Paul Biya and his New Deal regime—to have an everlasting tenure, has channeled Cameroon’s liberalization and democratization opportunities. That is why Cameroonian democratization is ambivalent and hybrid, oscillating between pluralism and authoritarianism. It takes the form of a Janus-faced democracy. |
