Summary, etc. In the past few years, a growing number of state legislatures have adopted bills shortening criminal sentences, restoring early release for good behaviour or diverting drug offenders to treatment. This paper examines three possible factors prompting such bi-partisan reforms and verifies whether or not this trend can be interpreted as a reversal of the 'tough on crime' policy that has characterized the US approach to crime control for the past three decades.
