Summary, etc. Greece’s senior civil service has been reformed many times in the past, although key issues regarding its status and role have never been dealt with. Reforms have focused on promoting impartiality and merit, but its position at the interface with the world of politics has never been clarified. There is virtually no interdepartmental mobility. The economic crisis has provided an opportunity to develop a new approach to the senior civil service in the broader context of administrative reform. Although it has been in a constant state of transition since 2009, it is nevertheless in a stronger position. Furthermore, it still has a symbiotic relationship with the world of politics, which permits it to escape the toughest measures affecting the rest of the civil service.
