Summary, etc. Market-based arrangements—i.e., economic incentives, market mechanisms, market-based solutions—are now commonly used as policy instruments This special issue examines the market-based practices at the center of public policy, focusing in particular on how the actors anticipate, instrumentalize, and steer market-related behaviors. The design of market-based instruments is apprehended through study of the collective spaces in which they are defined and negotiated, spaces that encompass a wide array of actors—scientists, industry representatives, consultants, experts, interest groups—using different types of knowledge and anticipation. The many, various institutional arrangements implicated in engineering markets to serve public purposes are all characterized by recurring tension between strategic orientations and adjustment of economic behaviors.
