Summary, etc. | The 2004 regional elections did not establish a new type of presidents. Unexpected presidents elected after tedious bargaining among heterogeneous parties – facilitated by the proportional representation introduced in 1985 – have been superseded by clear-cut majority leaders as a result of the new poll system. However, the 2004 elections are nothing but the consecration of the Establishment. Rightist tycoons have been replaced by leftist ones of which only five were totally unknown. The justified change set up by plurality of offices does not seem to be capable of regenerating a new political elite. |
