Summary, etc. This article analyses the history of João Havelange’s election to the FIFA presidency as a political window to understand a broader theoretical issue: do sports diplomatic relations follow the international relations between Nation-States? In this instance, the main competitors, Havelange and Rous, made decisions that seemed to contradict the aspirations of their respective countries’ foreign policies, Brazil and England.
