| Summary, etc. | The concept of disarmament for development is based on the idea of the choice “the butter or the cannons”. The military expenditure being generally analyzed as unproductive, and thus, as a waste, their reduction seems necessarily favorable for the growth of world economy. Disarmament, represented by the reduction of military expenditure, would therefore constitute an instrument of development. However, during the 1990’s, we have been witnessing a reduction of the world military expenditure. Still there has not been a transfer of the amounts released toward public aid for development. On the contrary, the latter has also decreased during the last decade in an even larger proportion than the former. |
