Summary, etc. Il y a d’excellents arguments économiques en faveur d’une relation étroite entre les secteurs privés et publics pour l’offre de services publics par le biais d’instruments comme les Partenariats Publics-Privés (PPPs ou P3s) qui combinent fonds publics et privés. Dans cet article, nous décrivons ces instruments et les analysons au moyen d’instruments connus de la théorie économique (incitants et théorie principal-agent). Nous discutons les implications de notre approche au niveau de l’identification de risques qui sont souvent négligés pour ensuite nous tourner vers le partage optimal des risques entre les partenaires publics et privés, en particulier en ce qui concerne les asymétries d’information et de perception des risques. Ceci nous permet de proposer une typologie des risques inhérents aux PPPs qui inclut à la fois les risques internes (ceux associés au contrat) et externes (ceux associés au projet).

Summary, etc. There is a strong economic rationale for close cooperation between the public and private sectors for the provision of public services through instruments combining public and private money such as public-private partnerships (PPPs or P3s). In this paper, we describe these arrangements and explore how they can be analyzed using standard tools in economics (incentives and principal-agent theory). We discuss the implications of our approach in terms of identifying risks that are often overlooked before turning to the optimal risk-sharing between the public and private partners, in particular with respect to information asymmetries in risk perceptions. This allows us to propose a typology of the risks associated with PPPs, where both internal risks (the risks associated with the contract) and external risks (those associated with the project) are considered.
