Considering the exceptions to this principle and the obstacles to its effectiveness, the opposing silence of the prison administration to detainees’ demands does not necessarily give rise to a satisfactory answer. Nevertheless, to some extent, the combination of this principle with specific dispositions from the code of relations between the public and the administration could strengthen their rights. |
