Summary, etc. Moving Targets : Algerian State Responses to the Challenge of International Migration Since Abdelmalek Sayad described the ‘third age’ of Algerian emigration in 1977, three further substantial changes have occurred in the Algerian migration system. In the 1990s the profile of those who left Algeria changed from the predominantly working class migrations of previous decades, as secular middle class individuals were affected by the violence. The year 2000 saw the beginnings of immigration to Algeria, mostly from sub-Saharan Africa, as well as the rise of the high risk emigrant strategies of the haraga. Finally, more recently there are signs of return movement to Algeria. This article examines these changes in terms of a loss and gradual regaining of control by the Algerian government of the international movement of people and the activities of Algerians once they have left.
