Summary, etc. Emotional governance became important during the COVID-19 pandemic. With the advent of the modern crisis, the community space has become an independent field, residents’ emotions have become common emotions, “no one should be infected” has become a common goal, and the advantages of grid-based emotional governance are reflected. In this case, Shanghai’s “persistence” and “perseverance” have become a refined practice of emotional governance in the context of the “dynamic zero” policy. In this paper, we will analyze the dynamic relationship between power, space, and emotion in the practice of grassroots governance in Shanghai under public crisis and how to construct an “individual-group-organization” structure through spatially relevant theories, taking the epidemic as a background and using a community-based ethnographic approach.
